8(a) Business Development Program: A Guide to Federal Contracting Opportunities

The 8(a) Business Development program is a federal initiative designed to help experienced small business owners who are socially and economically disadvantaged succeed in the federal marketplace through contracting and training opportunities.

Program Overview

Authorized by Sections 7(j)(10) and 8(a) of the Small Business Act, this program provides comprehensive support to strengthen participants' ability to compete effectively in the American economy. Eligible businesses receive various forms of assistance, including:

  • Technical assistance
  • Financial guidance
  • Procurement opportunities

Contract Thresholds

The program allows sole-source contracts up to:

  • $7 million for manufacturing NAICS codes
  • $4.5 million for all other acquisitions

Qualification Requirements

To qualify, businesses must meet these criteria:

  • Be a small business
  • Not have previously participated in the 8(a) program
  • Be at least 51% owned and controlled by socially and economically disadvantaged U.S. citizens
  • Have a personal net worth of $850,000 or less
  • Have adjusted gross income of $400,000 or less
  • Have assets totaling $6.5 million or less
  • Demonstrate good character
  • Show potential for success with two years in business

Program Participation

The 8(a) certification process involves:

  • Identifying primary NAICS codes
  • Registering in the System for Award Management (SAM)
  • Completing the certification application
  • 90-day application review period once complete

Program Duration

Certification lasts up to nine years, with:

  • First four years: Development stage
  • Last five years: Transitional stage
