- Be at least 51% owned and controlled by socially and economically disadvantaged U.S. citizens
- Have a personal net worth of $850,000 or less
- Have adjusted gross income of $400,000 or less
- Have assets totaling $6.5 million or less
- Demonstrate good character
- Show potential for success with two years in business
Program Participation

- Registering in the System for Award Management (SAM)
- Completing the certification application
- 90-day application review period once complete
