Understanding the HUBZone Program: Empowering Businesses in Underutilized Areas

The HUBZone program aims to fuel small business growth in historically underutilized business zones with a goal of awarding at least 3% of federal contract dollars to HUBZone-certified companies each year.

Program Benefits

The HUBZone program offers several key advantages:

  • Limited competition for certain contracts
  • Preferential consideration in full and open competition
  • 10% price evaluation preference in full and open contract competitions
  • Ability to compete for contract awards under other qualifying socio-economic programs

Qualification Requirements

To qualify for the HUBZone program, your business must meet the following criteria:

  • Be a small business according to SBA size standards
  • Be at least 51% owned and controlled by U.S. citizens, a Community Development Corporation, an agricultural cooperative, an Alaska Native corporation, a Native Hawaiian organization, or an Indian tribe
  • Have its principal office located in a HUBZone
  • Have at least 35% of its employees living in a HUBZone

HUBZone Map Updates

The HUBZone map was updated on July 1, 2023. The program updates HUBZone designations every five years to ensure it continues to serve the communities most in need of assistance. The next major updates will occur:

  • July 2028: Updates to Qualified Census Tracts and Qualified Non-Metropolitan Counties
  • 2026: Updates to reflect expiring Redesignated Areas
  • Ongoing: Updates for new and expiring Governor-designated covered areas and Qualified Disaster Areas

Through the certification process, you can:

  • Access checklists and pre-application guides
  • Check your firm's eligibility
  • Request information
  • Create an account and proceed with application

Maintaining Your Certification

To maintain your HUBZone certification:

  • Recertify every three years
  • Notify SBA of any mergers or acquisitions
  • Be prepared for unannounced SBA visits and program examinations

There is no limit to the length of time a business can participate as long as it continues to qualify.
